Joyce Chan
Associate Director, Support Services

Ms. Joyce Chan is the Associate Director of Support Services. She has 31½ years of experience with Pacific Gas & Electric, with her most recent position as Senior Contract Administrator for Business Systems and Energy Programs. While working in the Purchasing Department, she was also an integral part of the company's efforts to promote Supplier Diversity though PG&E. As the Project Administrator of San Francisco's historically significant and high profile landmark, known as the 245 Market Street Seismic Retrofit Project, she capably managed this $200 million project for PG&E, on schedule and within budget. Among some of her notable accomplishments: she coordinated the successful power, life safety and telecom cutovers without disruption to occupants and critical operations and established a legislative clearinghouse to handle state and federal bills that affected environmental and land issues for which she was awarded the prestigious Trailblazer award, the company's highest individual contributor award. Ms. Chan's diverse career includes assignments in Human Resources, Land Sales and Leasing, Land Rights & Permits and Environmental Planning. Most recently, she received the Frederick W. Mielke award for outstanding community service. She is also the co-founder of the Corporate Asian American Employees Network.

Ms. Chan completed the UC Berkeley Project Management Program and completed courses in real estate, environmental law, hazardous material, insurance and contract.

 

Elaine Chow-Davis, P.E.
Project Manager

Ms. Elaine Chow-Davis worked for Pacific Gas & Electric in gas pipeline engineering and gas regulatory policy and analysis, following California Public Utilities Commission regulation. She served on the statewide Working Committee for the 1996 California Gas Report, managing the Northern California portion.

Ms. Chow-Davis graduated from the University of California, Davis with BS and MS degrees in Mechanical Engineering and is a registered Professional Engineer in the state of California.

 

Karen Dzienkowski
Director, Environmental Services

Ms. Karen Dzienkowski is the Director of Environmental Services. She has 12 years of environmental experience with Chevron U.S.A. and the Bay Area Air Quality Management District. At Chevron, she worked as a process engineer and then as an environmental specialist where she interfaced between plant operations and the regulating agencies. At the Bay Area Air Quality Management District, she worked as an air quality engineer where she determined control measures and evaluated compliance for large industrial projects, including a refinery Clean Fuels project. She has managed environmental aspects of multi-million dollar refinery projects as both the industry and government positions.

Ms. Dzienkowski earned a BS in Chemical Engineering and a major in German Literature from the University of Wisconsin at Madison.

 

David E. Holmes
General Manager, Southern California Operations

Mr. David Holmes is the General Manager of the Southern California Operations for Energy Experts International. His primary responsibility is to oversee client relations and project management efforts in the greater San Diego area, Los Angeles and Orange Counties. He has 32 years of experience with Southern California Gas Company (SCG) with 22 years in various management positions. During his career, his assignments focused primarily on distribution operations & maintenance. He also served as a District Operations Manager responsible for the distribution and customer service operations. Responsibilities included new business, replacement, leak survey, leak repair, construction planning, crew operations, and customer service for residential, commercial, & industrial equipment. Upon retiring from SCG, he worked for Sempra Energy as a Senior Inspector in North Carolina and assisted in the supervision and management of operations and maintenance in the start up of a new gas distribution company.

 

Michael S. Johnson, CPA
Director, Market Strategy

Mr. Michael S. Johnson is the Director of Market Strategy. He has over 25 years of experience in the energy business, including working for Duke Energy, Southern California Gas Company, Ensource, and Pacific Enterprises Oil Company. Mr. Johnson has had a diverse background, which included the development and implementation of natural gas trading and storage utilization programs. He has also developed and presented expert testimony for the CPUC regarding gas industry restructuring and the utility gas acquisition function. He has also been instrumental in developing systems for natural gas trading, risk management and hub operations. More recently his consultation work has involved the research and assessment of various state energy efficiency and incentive programs, as well as green energy market opportunities, in the United States and abroad. He has written and provided commentary on Renewable Energy issues, such as wind generation and solar energy to various clients.

Mr. Johnson obtained his MBA from the University of Utah and graduated with a BS from Westminster College.

 

Christina Nagy McKenna
Director, Strategic Planning and Analysis

Ms. Christina Nagy McKenna has nineteen years of experience in the energy industry, including ten years with Pacific Gas and Electric Company and nine years as an independent consultant and trainer. While a Director in the Gas Business & Regulatory Management department at PG&E, she helped shape policies which restructured California's gas transmission marketplace. As a registered lobbyist, she represented PG&E to the California Public Utilities Commission. She also marketed energy efficiency programs to PG&E's retail customers, and she worked with local and state agencies on economic development projects. Since leaving PG&E she has consulted on domestic and international energy projects, and she has trained energy professionals on topics such as gas and electric industry fundamentals, and energy regulation.

Ms. Nagy McKenna has an MBA from Golden Gate University, and Bachelor's degrees in Business Administration and German from California State University, Sacramento.

 

Robert Naper
Senior Technical Consultant

Mr. Robert Naper is a Senior Technical Consultant with expertise in the areas of leak survey audits and technology, incident evaluation, and DIMP, among others. Mr. Naper is a 42 year veteran of the natural gas industry. Prior to his retirement from National Grid, he held engineering and supervisory positions. He participates as a main body member of the Gas Piping Technology Committee. He has also worked on a variety of international projects involving Canada, France, and Japan.

Mr. Naper has testified as a legal expert in matters related to gas leakage. He has chaired several task groups addressing issues related to gas leaks and gas incidents; and served as a consultant to Nysearch, the R&D arm of the Northeast Gas Association.

 

Jose Someillan
Construction Specialist

Mr. Jose Someillan has over 35 years of electric utility experience, including 29 years with Pacific Gas & Electric. His experience includes compliance audits (California Public Utilities Commission G.O. 95 and 128), overhead and underground standards, construction methods, distribution operations, and transmission line maintenance. He served as Project Manager for the PG&E Silicone URD Cable Injection Program, successfully injecting over 1.8 million cable feet. He also served as Project Manager for the PG&E Helicopter Insulator washing program, which started in 1985 and continues today on overhead structures throughout PG&E's service area.

Mr. Someillan is a Western Underground Committee member and holds an AA degree in Business Management from Canada College.
